Learn More About the CBTP

A CBTP is a public planning process that centers the voices of community members in identifying local transportation issues and solutions. The Metropolitan Transportation Commission (MTC) launched the CBTP program to focus on Equity Priority Communities (EPCs)—areas with high concentrations of people of color, low-income households, and other historically marginalized groups.
Community-Based Transportation Plans generally include:
Demographic analysis and neighborhood data
Documented results of community outreach strategies
Community-prioritized transportation gaps and barriers
A list of strategies or solutions to address these gaps
Identification of possible funding sources
A list of stakeholders to implement the plan

Two lists of recommended transportation improvements based on community input – one for the City of San Leandro and one for Alameda County to adopt and incorporate into their Capital Improvement Plan.

Neighborhoods around the Bay Fair BART Station, including parts of San Leandro and unincorporated Alameda County. The CBTP will focus on improvements to public streets and sidewalks—not private properties or BART-owned land.

Making it easier, safer and more convenient to walk, bike, roll, or take transit to destinations within the Bay Fair Study Area

Prioritizing communities historically underserved by transportation investment

Listening to the community to identify what it says it needs the most

Adoption of recommended projects to be implemented by the City and County
